What is stopping us

The ultimate aim of digitisation and building digital libraries or repositories is access: bringing information and user together. If the DL's or IR's subject matter has potential beyond local usage and audiences are potentially national or international, bringing information and user together means bringing your content to the web. In technical terms this means: connecting your server to the Internet all by your self. Or find some other, external solution: there are several scenarios in practice.
 
Question: what is stopping us connecting our DL or IR server to the Internet our selves, in our own organisation, with our own IT staff?
